Retiring in Ticino: AVS pension, supplementary benefits, tax and budget

Who to contact: IAS, municipal AVS branches and trade association funds

In Ticino, the cantonal AVS/AI/APG compensation office is part of the Istituto delle assicurazioni sociali (IAS), based in Bellinzona (Via Ghiringhelli 15a). The IAS also handles supplementary benefits (PC/EL) and health insurance premium subsidies (RIPAM). Locally, your first point of contact is often the AVS branch office (agenzia AVS) of your municipality, which hands out and collects forms and points you in the right direction.

Be careful, though: the cantonal office is not automatically the one that pays your pension. Under AVS rules you apply to the compensation office to which your last employer paid contributions, which may be a trade association fund or the Federal Compensation Office. The self-employed and people not in work apply to the office they are registered with. If your spouse already draws an AVS pension, their office is responsible.

Claiming your AVS pension: when and how

The AVS pension is not paid automatically: you must claim it with the official old-age pension application form, available from compensation offices, municipal AVS branches and online. The IAS recommends sending it about 4 months before you reach the reference age (65; for women born between 1961 and 1963 it rises gradually from 64 to 65).

Have your AVS number, an ID document, your bank or postal account details and, if married, your spouse's details ready. If you want to draw the pension early (from 63) or defer it (up to 70), tell the office in good time. Before that, request a statement of your individual account to spot contribution gaps: only the last five years can be paid retroactively.

Supplementary benefits in Ticino

If your AVS pension, pension fund and other income do not cover basic living costs, you may be entitled to supplementary benefits. The calculation rules are federal (living needs, maximum rent, health premium, a CHF 100,000 wealth threshold for a single person), but the canton runs the scheme: in Ticino, supplementary benefits are paid by the IAS.

You get the application form from the AVS branch of your municipality of residence and hand it back there with all supporting documents. Entitlement usually starts in the month you apply, so do not wait. For recipients, the canton covers the compulsory health insurance premium and pays it directly to the insurer, within the limits set by law.

Pension fund and pillar 3a capital: how Ticino taxes it

As in every canton, capital withdrawn from a pension fund or pillar 3a is taxed once, separately from other income and at a reduced rate, with a federal, a cantonal and a municipal share. The bill depends on the amount, your marital status and the tax multiplier (moltiplicatore) of your municipality at the time of withdrawal.

Health insurance: a heavy item in a Ticino budget

Ticino has for years been among the cantons with the highest average health insurance premiums in Switzerland. For a retired couple, the premium can become the second-largest expense after housing. Every autumn, compare offers and deductibles on the Confederation's official comparison site, priminfo.admin.ch, and check whether you qualify for a premium subsidy (RIPAM), which in Ticino you apply for at the IAS, including online.

Budget example: Lugano or a valley village

Living costs vary a lot within the canton. Here is an illustrative monthly budget for a retired couple renting their home, in Lugano and in a valley village (for example in the Leventina or Blenio valley). The figures are rounded assumptions, not statistical averages: replace them with your own.

With the maximum AVS couple's pension of CHF 3,780 a month (2026, excluding the 13th pension), almost CHF 3,000 a month is missing in Lugano and about CHF 1,900 in the valley: that gap has to be filled by the pension fund, pillar 3a and savings. In the valley you save on rent but often need a car.
